在上一次的公民论坛节目中，我们针对东南亚地区近年规模不断扩大的网络诈骗活动，电话采访了常年专注研究亚洲地区有组织犯罪现象的澳大利亚学者、西悉尼大学犯罪学博士和讲师郭绮雯女士，梳理了中国大陆人士之所以容易跌入电诈犯罪活动陷阱的多重因素。如果说电诈活动的受害者很多都是中国侨民的话，电诈网络的幕后操盘者也往往与中国有着千丝万缕的联系。美国和平研究所2023年一项关于跨国犯罪网络的分析报告认为，从东南亚到美国，与中国有关的犯罪网络正构成全球威胁。今天的公民论坛节目继续邀请郭绮雯女士为大家梳理东南亚地区电诈活动近年快速发展的种种因素。郭绮雯女士认为，东南亚电诈网络快速发展更是新冠疫情封关以及中国明令禁止赌博背景下的一种“意外”发展，而中国的“一带一路”倡议在这些国家的推动，也为这类违法活动提供了平台。中国政府要想更有效地打击这些电诈活动，与东南亚国家联盟成员国合作十分重要。

近年来，网络诈骗园区已经成为威胁柬埔寨、缅甸、泰国等东南亚国家社会稳定的毒瘤。在骗取大量钱财的同时，这些园区受害群体不仅数目庞大，而且其中很多人也在这些电诈中心沦为当代奴隶，被迫从事诈骗活动。根据联合国有关部门的估计，仅是在缅甸境内就有12万人困在这些电诈中心。而其中大都数人是中国籍。2025年初，中国籍演员王星前往泰国参加试镜拍摄途中，被人诱骗至电诈中心的事件重新吸引人们对这些猖獗的电诈活动的广泛关注，尤其令人们意识到这些犯罪活动对中国公民构成的安全威胁。中国政府一再强调中国是世界上最安全的国家之一，但为什么这些境外电诈园区的受害者中会有如此多的中国人？澳大利亚西悉尼大学犯罪学讲师郭绮雯女士常年研究东南亚地区有组织犯罪活动。她接受本台电话采访介绍了她的观察与分析。在她看来，导致众多中国人容易成为这些境外电诈活动目标的原因之一与华人的社会文化有密切关系，但中国缺乏公开透明的舆论空间更使得很多人没有足够的信息辨识能力。

法国极右翼政党国民联盟领导人玛琳娜-勒庞挪用欧盟公款罪成，3月31日遭司法裁决，获刑四年，并被禁参选公职五年。此一判决几乎粉碎了勒庞赢得2027年总统大选之梦，令其遭受致命一击。勒庞随即提起上诉，揭露这场判决为一次“政治”操作。值得注意的是，相关判决不仅引发勒庞在法国国内支持者的反响，也激起了国际民粹主义者的愤怒，他们一致声称，这一判决危及了民主；俄罗斯和美国政府也明确表态，认为勒庞遭到了“政治迫害”。如何评判这场涉及在法国政坛占据主导地位之一的政党领导人的司法判决？这场判决是否具有政治色彩？我们请旅法学者、历史学博士刘学伟先生来阐述一下他的看法。
