국민이 바뀌어야 세상이 바뀐다. 국민을 향해 바뀌라고 명령할 수는 없다. 정치인이 위에서 대중을 계몽할 수는 없고 아래에서 대중이 스스로 각성해야 한다. 그러나 대중은 반드시 시행착오를 저지른다. 민주주의는 양떼가 목자의 인도를 받지 않고 스스로 길을 찾아내는 것이다. 그러나 실패한다. 길을 인도하는 목자가 없기 때문이다. 문제는 그 목자가 외부에서 낙하산으로 투입되지 않고 양떼 속에서 성장해야 한다는 것이다. 그러려면 목자가 없이 양떼가 무모하게 길을 떠나는 시행착오를 한 번은 저질러야 한다. 그것이 정치의 비극이다. 구조론연구소 gujoron.com
