In this episode, we explore case processing in child welfare services, with a particular focus on the investigation phase. When a report is deemed to require further investigation, child welfare services enter a complex process where both legal frameworks and professional child welfare assessments are crucial.

Professor of Child Welfare Law Julia Köhler-Olsen (OsloMet) and Associate Professor Wenche Hovland (UiS) discuss how the Child Welfare Act’s § 2-2 and § 13-4 shape the investigation process. They also examine how key principles such as the best interests of the child, participation, and R-R-M (risk, resources, and participation) influence casework. How is an investigation conducted in practice? What assessments must be made, and what determines whether a case proceeds to intervention or is closed?
Through a professional discussion, this episode highlights the challenges and opportunities within the investigation phase and explores how child welfare services can balance the rights of the child with the perspectives of the parents.

Bidragsytere og kreditering
Innhold:

Julia Köhler-Olsen, professor i barnevernsrett ved OsloMet
Wenche Hovland, førsteamanuensis ved Institutt for sosialfag, UiS

Redaktører:

Wenche Hovland, Universitetet i Stavanger
Sarah Hean, Universitetet i Stavanger

Tilleggslitteratur:

Bunkholdt og Kvaran (2023): Kunnskap og kompetanse i barnevernsarbeid, Gyldendal
Aadnesen og Hærem (2024): Saksbehandling i barnevernet, Universitetsforlaget

Transkripsjon av episoden
