1997年，美國「國家閱讀小組」( National Reading Panel, NRP)，針對改善國人閱讀程度進行研究。研究指出學習 Phonemic Awareness（PA，音素覺察）能提高兒童的閱讀及拼寫能力，而美國研究將學習閱讀的進程拆解成五個層次，PA是先於Phonics（自然拼讀）之前的。 可惜的是，臺灣的英文教育至今仍先從Phonics教起，換句話說，臺灣的孩子學英文就如同蓋房子沒打地基；幸運的是，臺灣使用的注音符號等於中文的PA，而臺灣雙母語研究學會就是在教孩子怎麼用中文的PA學習英文的PA。
