上期的《周末茶馆》节目我们谈到，最近，美国华语青年行动组织擦星星事务所和伯克利加州大学香港事务组在旧金山举办了乌坎纪录片的放映会和讨论会，关注中国乡村选举实践。当时恰逢美国大选季，这个乌坎纪录片放映会把人们的目光拉到了广东省汕尾市所属陆丰市的一个小村庄—乌坎。乌坎2012年进行的村委会选举被认为是中国基层民主选举的典范。中国政府2021年发表的《中国的民主》白皮书提到，中国是人民民主专政国家。在乡村基层，中国实行村民自治制度，群众在基层党组织的领导下，依法直接行使民主权利，实现自我管理、自我服务、自我教育、自我监督，有效防止了人民形式上有权、实际上无权的现象。但是，外界普遍认为，中国实际上是一党专制的极权国家，人民手中并没有真正的选票，中国各地所进行的选举，不过是走过场，普遍与西方国家一人一票的选举不能相提并论。唯有2012年乌坎村民进行的村委会干部选举，被认为是真正的一人一票的民主选举。那么，这样的民主选举为什么能发生在乌坎？这样的选举模式为什么没有在中国其它地方推广？未来中国乡村基层选举的前景又如何？今天的节目里，请继续收听擦星星事务所的两位成员段荆棘和南蛮与我进行的讨论。2016年，乌坎村民在村委会选举成功之后的几年时间里，仍然没有拿回他们讨要的土地。就在乌坎村民准备再次游行示威之际，乌坎村民选出的村委书记林祖恋在批评政府没有解决土地纠纷后被以受贿的罪名投入监狱。乌坎村民为抗议林祖恋被捕，再次游行示威，警民发生流血冲突。之后，林祖恋以及至少九名参与示威游行的乌坎村民被判刑，轰轰烈烈的乌坎事件就这样走进历史。美国民间组织人道中国创办人、中国人权组织负责人周锋锁参加了擦星星事务所举办的乌坎纪录片放映会。他认为，海外组织关注中国本土话题，这种血肉的联系，很有意义。今天的节目里，在美国大选季民主选举受到舆论关注的大背景下，美国华语青年行动组织擦星星事务所的两位成员段荆棘和南蛮、以及美国民间人权组织负责人周锋锁谈到了他们对十多年前的广东乌坎村民选举的反思。他们再次注意到，在中国基层民众对民主选举的渴望、以及成功实现民主选举、取得实际成效的艰难。<br /><hr><p style='color:grey; font-size:0.75em;'> Hosted on Acast.
